John opened the meeting with the pledge and 4-way test—quote in honor of Heather's father.

Welcome Police Chief Mark Morello:
Mark succeeded Brian Gould.  He is accessible and proud to be head of the best police department in the state.
Mark shared about the Bristol cadets program which helps youth learn about law enforcement.  https://ct-bristol2.civicplus.com/FormCenter/Bristol-PD-Forms-4/Bristol-Police-Explorer-Program-Applicat-73
Cadets learn civic responsibility, physical skills, laws, and legal procedures, grades are important,.  Cadets also help with local fairs.
Chief Morello answered a few questions:
  • Is the city cracking down on motor scooter violations?  , Explained long-term study utilizing dash cameras, and future use of FLOCK program that would essentially geo fence Bristol, Southington currently uses this program https://www.flocksafety.com/articles
  • Who's responsible if you hit a kid on a quad? Most likely family.  Suggest we read the book by Elliot Spector: https://spectortraining.org/spector-elliot/
  • Do we have an influx of illegal aliens? I haven't seen the impact.  We recently introduced 2 new officers, and now have 124, funding thru cannabis sales.  Officers have a focus on mental wellness, they also follow up and connect those in need with helpful organizations
  • Do we have a foot patrol? Not at this time
  • Is there a trend of running stop signs and red lights?  yes explained if cameras are used there may be an uptick in rear-end accidents.
  • Do students in the cadets program get backlash for being part of the program? Don't know about any negative treatment, no one knows you are in the program
  • Resource officers at each school. SEOs always build relationships with students, know who is having a bad day, and look out for trouble
